S06s is ran by the Foreign Intelligence Service of Ukraine
Note that the zeroes at the end are always spaced.
S06s follows the same transmission format as the Russian GRU
possibly it runs on equipment donated by that agency. However,
its operation habits are radically different from S06.
S06s has a specific protocol for its messages. It sends the same
message for the first two weeks of the month, then changes to
another one for the next two weeks. On the fifth week, only null
messages are ever sent, though repeats of messages from the
previous weeks have been noted, presumably as a mistake. The
messages itself are believed to be composed out of instructions
from a code book, as the same groups and strings are seen very
frequently in messages spanning several years, sometimes even with
only one digit changed. In valid messages, the first digits of each
transmission before the message (the ID, the 3-figure group, the
amount of groups) are always unique. In valid messages, the
3-figure group only starts with either 2, 4, 5, 8 or 9. Most of the
messages are 5 to 9 groups long, rarely 10 and even more.
S06s runs on schedules with two sendings each, the second always
follows 10 minutes after the transmission (the sole exception is ID
374 on Tuesday, which repeats 15 minutes later). The
repeat frequency is either higher or lower. The frequencies are
usually changed seasonally - one frequency is used from November to
February, another from May to August, and yet another for the
remaining months - though some schedules with the same frequencies
all year round are being noted. The frequencies are normally reused
on a yearly basis, but sometimes they are changed.
The S06s transmissions usually start a few seconds early or a
few seconds late, and this changes over time due to lack of
synchronization with the time reference. S06s has two main
transmitters, which differ by the way the lower sideband is
suppressed. On the first, the LSB is heavily suppressed, but can
still be noticed if the signal is strong enough. The other one has
only about -10 dB suppression. S06s also has a third transmitter,
with perfect A3E modulation, which is used for backup only. The
audio is usually heavily overmodulated. On 3 November 2014, S06s
was heard in LSB + carrier mode with suppressed USB using the

S06s started in May 2004. S06s at the time
was reportedly using the same male voice as S06, but it also had a
female voice, which was provided by the same person who also voiced
the sister station E17z.
Up until July 2004, S06s repeated one message for the entire
month, then it was changed to send messages only for the first two
weeks of the month, then null messages afterwards,
but has later reverted to the previous behavior.
The current voice started in October 2005.
