Romania

Since early 2000s, the Romanian diplomatic radio service has been implemented as an HF email network using MIL-STD 188-141 Appendix A (aka 2G ALE) for link establishment, MIL-STD 188-110 for data, and STANAG 5066 + Harris BFTP for email server access. Previously, it utilized a proprietary 164.5/218.3 Bd 1000 Hz BFSK mode, dubbed "ROU-FEC" by Western sources.

Embassies have fixed frequencies, but no fixed times, although contacts typically place during the embassy's local morning. The best frequency is chosen using the MIL-STD 188-141 Link Quality Analysis (LQA) capabilities.
