Fixed Frequency Network

This network consists of a group of M12 schedules that deviate from the standard Russian 7 habits. These schedules:

• use the same frequency set and ID all year round; those sets and IDs are selected from a small pool.
• never send null messages, always delivering new traffic of roughly the same group count every time.
• rarely repeat messages later the same week; when it happens, it takes place on another schedule using a different ID, complicating traffic analysis.
• do not broadcast during at least some Russian national holidays, a behavior not exhibited by any typical Russian 7 schedule.
